Our History

Stacy and Witbeck began heavy civil construction in San Francisco in 1981. One of our first projects was the restoration of the San Francisco Cable Car line along California Street. During the first decade the company was also successful on heavy underground construction projects primarily for public agencies within the San Francisco Bay Area. In the early 1990’s we began to concentrate almost exclusively on rail and transportation-related projects along the west coast. Since then, we have expanded geographically and are now one of the nation’s largest urban heavy civil contractors and one of the nation’s leading light rail, commuter rail, and streetcar transit specialists.

Our team specializes in the construction of all things related to rail transportation including; utility work, earthwork, structures, bridge construction, and electrical systems work for light rail, streetcar, commuter rail, and maintenance and operations facilities. Whether you measure our capabilities by miles of track installed or the number of projects completed, we have constructed more streetcar, more light rail, and more commuter rail projects than any other contractor in the United States. Our resume includes many of the signature transit projects in the West including those in California, Oregon, Washington, Utah, Arizona, Colorado, Texas, Michigan, Missouri, and Oklahoma.
