John Bollier, President, COO and Director

John Bollier joined Stacy and Witbeck, Inc. in 1985 after receiving a Bachelor of Science degree in Construction Engineering Management from California State University, Sacramento. Over the years, John worked his way up through the ranks and now holds the distinguished positions of President and COO.  John led Stacy and Witbeck’s entry into the transit industry as a Project Manager on signature projects in San Francisco, San Jose and Portland in the 80’s and 90’s. John has been instrumental in creating and fostering best value principles as “Principal-in-Charge” of many major rail transit projects in the Northwestern United States including all of Portland TriMet’s recent rail expansion projects and many of Salt Lake City UTA’s rail projects.He is also a member of the Stacy and Witbeck’s Board of Directors and Executive Management Group.

John is a member of the Associated General Contractors of America where he currently serves as Chair of the Rail and Transit Committee and formerly was Oregon American General Contractor’s Chapter President. He is a member of the National Railroad Construction and Maintenance Association, American Road and Transportation Builders Association, and a member of the Beavers Organization.
